Goochland Electoral Board Appoints Ryan Mulligan as General Registrar and Director of Elections

The Goochland County Electoral Board has appointed Ryan Mulligan to be General Registrar and Director of Elections in Goochland County, effective immediately, to fill the unexpired term of former Registrar Winston Forrest who has left the position.


Mr. Mulligan was Assistant Registrar in Prince William County. Since 2015 he has served as Elections Training Administrator. He is a graduate of Old Dominion University in Norfolk.


Assistant Registrar Kendall Hutchinson continues in her office and the Electoral Board has expressed its appreciation to her for consistent high standards and devotion to serving Goochland’s voters.


The Electoral Board has also appointed former Goochland County General Registrar Frances Ragland as special Senior Assistant Registrar to assist in the transition. When Mrs. Ragland retired on December 31, 2017, after 32 years of service to the county the Office of General Registrar was named in her honor.


“Mr. Mulligan is one of the brightest young assistant registrars in the Commonwealth,” said Electoral Board Secretary Robin Lind, “and we are very pleased that he would accept this appointment so close to a General Election. We are also grateful to Prince William County Director of Elections Michele White for releasing Mr. Mulligan to facilitate this transition in Goochland.


“The Electoral Board is also extremely pleased that former General Registrar Frances Ragland would come out of retirement temporarily to ensure an efficient, coordinated and transparent transition,” said Lind. “She continues to exemplify the highest qualities of civic virtue that have characterized Goochland voting and her willingness to provide an ‘elections management bridge’ will be invaluable to Mr. Mulligan’s success.”


Goochland County has a long established reputation for having the highest percentage turnout among all counties in the Commonwealth. The turnout in 2012 set a state record of 87.44% of active voters.
