COVID-19 Changes to County Operations

Goochland County operating status until further notice.

Goochland County government services will be open with reduced operations across all agencies during the business hours of 8:30 a.m. – 5:00 p.m. As of Friday, March 20th all county buildings are now CLOSED to the public until further notice.

Departments are still staffed by employees who can assist citizens over the phone and via email. Citizens are encouraged to call ahead or visit for the latest information before attempting to visit any county buildings in person. Citizens are further encouraged to call in advance and schedule telephone appointments with departments and agencies.

For our citizen’s convenience, a centralized drop box has been established on the Sandy Hook Road (Rt. 522) side of the Administration Building, near the front corner of the building near the fountain. Please use this drop box if you need to drop off county correspondence, community development applications, submittals and plans. Please ensure the correspondence and documents are properly addressed and sealed. General Services staff will be dispersing the materials to the appropriate Departments throughout the day, Monday through Friday. All tax, treasurer, and utility payments should be dropped in the silver "Envelope Depository" drop box on the brick wall near the Registrar's Office on the Sandy Hook Road (Rt. 522) side of the Administration Building.

These practices are subject to change pending developments in the COVID-19 coronavirus situation.  Below are announcements or updates from county agencies, departments, and offices.

Community Development & Public Utilities

Until further notice, all Community Development (Public Utilities, Planning, Zoning, Building Inspections, & Environmental) permit applications, submittals, connection fee applications, Conditional Use Permit applications, Rezoning application, and any other item related to the above mentioned departments, shall be placed in the centralized drop box that has been established on the Sandy Hook Road (Rt. 522) side of the Administration Building near the front corner of the building near the fountain. If the building plans and submittals are too big to fit through the drop box, then please place them in the plastic bin below the drop box. HOWEVER, all payments shall be placed in the Treasurers silver "Envelope Depository" drop box on the brick wall near the Registrar's Office.

Again, all documents go in the central drop box, all checks and money orders go in the silver "Envelope Depository" drop box. 

  • No cash will be accepted.
  • On your check or money order, please place in the memo section an identifying name, number, address or other feature that will match to your submission

Convenience Centers

Convenience Centers remain open and operating as normal.  We ask for your patience, our convenience centers are experiencing higher than normal use, especially with larger items.  We ask for your understanding and help as we try to manage the disposal of waste and larger items.


All courts will have reduced operations through May 17, except for emergencies, by order of the Supreme Court of Virginia.  The Circuit Court Clerk’s office is currently staffed however, please contact them at (804) 556-5353 before coming to determine if they are providing those services or if they may assist you by phone or mail.

Goochland Branch Library

All branches of the Pamunkey Regional Library, including the Goochland Branch Library, will be closed to the public until further notice. The library will provide curbside service from Monday-Friday from 10 a.m. - 6 p.m. and Saturday 10 a.m.-2 p.m. Call the Goochland Branch at (804) 556-4774 for curbside service.  They are not accepting returns until further notice.  Fees and fines will be waived. They apologize for any inconvenience and thank you for your patience!

Goochland DMV Select

The Goochland DMV Select will be closed to the public until further notice. For information and questions please call (804) 657-2018 Monday through Friday from 8:30 a.m. to 4:30 p.m.

Until further notice, all 75 DMV customer service centers will remain closed to the continued spread of novel coronavirus, or COVID-19.  While customer service centers are closed to the public, DMV is preparing to reopen with a thoughtful, phased approach in order to accommodate social distancing and ensure the health and well-being of customers and employees.

The validity of driver's licenses and identification cards expiring on or before June 10, 2020 is extended for 90 days, not to exceed July 31, 2020. This means that a customer whose credential expires between March 15 and May 1 will have and additional 90 days beyond the expiration date to renew and credentials with an expiration date from May 2 to June 10 will expire on July 31, 2020. This includes credentials for individuals aged 75 and older who are typically required to visit a DMV office to renew.

Vehicle registrations that expire in March and April are extended for 90 days, and those expiring in May are extended for 60 days.

Goochland Powhatan Community Services

Goochland Powhatan Community Services has resumed Same Day Access/Intake for mental health and substance use services in a telehealth format as of Monday, March 30, 2020. Additionally, GCPS crisis services continue to function 24/7/365. Please contact them if you are in need of these services.  They are utilizing Zoom for this process, but can complete the process via phone, if you do not have internet access or a mobile phone to download the Zoom app.
GCPS's current process for remote intake will start with a call to their main office.  They can be reached at (804) 556-5400 or (804) 598-2200. When you call, they will start with getting some demographic information and insurance information, if you have it.  This initial phone call may take 30 minutes or so.  At the end of that call, you will be scheduled with a counselor who will complete the initial assessment, develop a treatment plan, and schedule appointments.  This appointment will last about 1.5 hours.  If you have concerns about the time needed, just let them know.

They currently have scheduled appointment blocks daily for assessments, so they can start services quickly.  However, please be aware, it will take longer than usual for an initial psychiatric evaluation.

Goochland County Economic Development

The Goochland County Economic Development Department recognizes the need to support our local businesses during these difficult times.  They have developed a dedicated website ( to serve as a resource for Goochland businesses during the COVID-19 coronavirus pandemic.  In addition, it contains a list of both businesses that are still open and those that are temporarily closed.

Goochland Health Department 

The Goochland Health Department is currently staffed and will be contacting their clients regarding ongoing appointments and clinics.  Please contact them at (804) 556-5843 before coming to their office.

Goochland Department of Social Services

Goochland Department of Social Services staff will be working 8:30 a.m. - 4:30 p.m. and available to assist clients by phone during those hours. The agency will continue to accept Child Protective Service & Adult Protective Service referrals.

Applicants may apply for benefits online at, by phone at 1-855-635-4370, or for Medical Assistance only at 1-855-242-8282 (TDD: 1-888-221-1590). If a replacement EBT card is needed, the client may call 1-866-281-2448 or Goochland Department of Social Services at (804) 556-5880.

Goochland County Registrar’s Office

Goochland County Registrar’s Office staff will be working 8:30 a.m. - 4:30 p.m. and available to assist clients by phone at 804-556-5803 and email at during those hours.

Citizens may register to vote, update their voter registration, check their registration information and apply for absentee ballots online through the Department of Elections’ citizen portal at

Any applications may be dropped off in the silver “envelope depository” drop box built into the brick wall near the Registrar’s Office door of the County Administration Building located on the Sandy Hook Road side.

Parks and Recreation

All Goochland County Parks and Recreation programs and indoor facilities use is canceled, all approved outdoor use of County owned athletic fields and picnic shelters as well as all department-sponsored programs and activities are cancelled until further notice.

County parks remain open to the public, but due to the continuing spread of COVID-19 all park playgrounds and school playgrounds are closed, large gatherings and group activities are cancelled. We encourage everyone to practice social distancing when utilizing open space and trails, avoid gatherings of 10 or more, and wash your hands frequently.  Parks and trails will remain open.

Treasurer's Office

The Treasurer’s Office is closed to the public; however, employees are available to assist citizens by phone (804) 556-5806, fax (804) 556-2105, and email at Payments can be made online, by phone, by mail (USPS), or by using the drop-box.

Payment options:

Pay Online: Pay online through Officials Payments at When prompted, enter the information requested and use Jurisdiction Code 1031.

(You may also use online banking with your bank to send in your payments).

Pay by Phone: Phone payments can be made through Official Payments at 1-888-2PAYTAX. Provide the information requested and use Jurisdiction Code 1031.

Pay by Mail: Make check or money order payable to: Goochland County Treasurer. Mail to County of Goochland Treasurer, P.O. Box 188, Goochland, VA 23063-0188. Post marks will be used to determine the date of payment. 

Drop Box: Payments may be dropped in the Drop Box located on the side of the Administration Building next to Sandy Hook Road.

Goochland County Public Schools

On Monday, March 23rd the Governor announced that all Virginia public schools will be closed for the remainder of the 2019-2020 school year.  Goochland County Public Schools is committed to getting citizens timely and up to date information as soon as decisions are made by the division and the Commonwealth.  

Due to the continuing spread of COVID-19, all Goochland County Parks playgrounds and School playgrounds are closed.
