Redistricting

This is a public process to redraw the Election District lines to ensure there is equal representation across the County.  This effort occurs every ten years following the United States decennial census and is the responsibility of both State and local governments.  The process is based on the Census numbers from the previous year and is mandated by the Virginia Constitution.

All Goochland residents are welcome and encouraged to participate in this process!

At its November 3, 2021 meeting, the Goochland County Board of Supervisors approved the Redistricting Process & Criteria and directed the Redistricting Team to begin the process.

Message from Interim County Administrator Manuel Alvarez

I am happy to share with you the Proposed Redistricting Map that proposes revisions to the boundaries of the county’s five election districts to ensure equal representation for county voters in future elections. As you may know, the county’s current election districts were created after the 2010 US Census and the proposed revisions are to accommodate the county’s population growth based on the data from the 2020 US Census.

The Proposed Redistricting Map was created by a small team of county staff. No elected or appointed officials – including the Board of Supervisors, the School Board, or the Electoral Board – have had any input into or knowledge about this Proposed Redistricting Map; they are all seeing the Proposed Redistricting Map for the first time, like you, on this website.

The Proposed Redistricting Map follows all legal requirements and also other criteria adopted by the Board of Supervisors. The Board of Supervisors specifically directed staff not to consider protection of incumbency for any local official, so that information was not collected or considered in creating this Proposed Redistricting Map.

Next Steps: We want to hear from you!

We welcome your thoughts and comments about the Proposed Redistricting Map. We are providing numerous ways for residents to provide their comments and are ensuring that everyone’s comments are shared with the community through this website.

I hope you will take the opportunity to attend one of the 5 community meetings scheduled in January Schedule. The meetings are not district-specific; you can attend any meeting. You can also participate in any of the community meetings through Zoom if you prefer not to participate in person. All community meetings will be recorded, transcribed, and posted to this website in the Public Comments tab.

I also encourage you to provide your comments online through this Comments You can also email us your comments Redistricting, and we’ll be sure to redact your email address before posting your comment to the website’s Public Comments tab.

We will be collecting public comments on the Proposed Redistricting Map through February 1, 2022. Then county staff will summarize the public comments and present them to the Board of Supervisors at a special meeting on February 22, 2022 at 6:00 p.m. in the county’s Board Room, Room 250. At that meeting, if the Board of Supervisors makes any changes to the Proposed Redistricting Map, a revised map will be created and posted to this website for an additional 15-day public comment period.

The Board of Supervisors plans to hold a public hearing on the final redistricting map on March 15, 2022 beginning at 6:00 p.m. in the county’s Board Room, Room 250 of the County Administration Building at 1800 Sandy Hook Road.

I hope you will participate in the county’s election redistricting process!

Regards,
Manuel Alvarez
Interim County Administrator
