[ARCHIVED] Goochland County Board of Supervisors Adopt Changes to Environmental and Plan of Development Fees

During their August 5, 2025, meeting, the Goochland County Board of Supervisors adopted an ordinance amendment revising fees related to Plan of Development and environmental permit reviews and reinspections.  

The fees will be applicable to new applications, any resubmittals of new or existing applications, or reinspection requests received after September 1, 2025.  

The adopted ordinance amendment includes the following key revisions: 

  1. Separation of the Erosion & Stormwater Management (ESM) permit fee and the Construction General Permit (CGP) fee.
  2. Differentiation of fees for residential and commercial development.
  3. Introduction of new, and adjustments to existing, per-acre fee for all environmental permits 
  4. Adjustments to the base fees.
  5. Increase in annual permit maintenance fees.
  6. Addition of a reinspection fee.
  7. Removal of language that exempts single-family residential permits from the Responsible Land Disturber (RLD) certification requirement.
  8. Minor wording and formatting changes to the ordinance and fee schedule to provide clarity and maintain consistency.

Additionally, the ordinance amendment related to the Plan of Development review will: 

  • Increase Residential Plan of Development permit base fees by $75.00 and $25.00 per dwelling or lot.
  • Increase Commercial Plan of Development permit base fees by $75.00 and $25.00 per acre or portion thereof.
  • Add a Plan of Development review fee for resubmittals of plans, with the following structure: 
    • 1st and 2nd resubmittals require no additional fee.
    • 3rd resubmittal fee is $200.
    • 4th resubmittal fee is $300.
    • 5th and subsequent resubmittal fee is $400.

Additionally, the ordinance amendment related to the Land Disturbance Permit review will: 

  • Increase Residential Land Disturbance Permit fee by dwelling or lot by $50 and increase the base fees to correspond to the acreage of disturbed land as follows:
    • Up to 5 acres is = $2,000
    • Greater than 5 acres is= $3,000
  • Increase Commercial Land Disturbance Permit fee by acreage or portion thereof by $50 and increase the base fees to correspond to the acreage of disturbed land as follows:
    • Less than 2 acres is $1,000
    • 2 to 5 acres is $1,600
    • Greater than 5 acres = $2,250

Prior to the adoption of these new fees, the Plan of Development fees were last adjusted in 2008, Environmental and Storm water fees had not been adjusted since the program's adoption in July 2015. The fee adjustments are intended to recover staff costs and remain inline with surrounding jurisdictions.
