December 2, 2025 - Important Update on the CodeRED System Outage Impacting Goochland County
Goochland County received an update on November 26, 2025, from CodeRED, the provider of our emergency communications system and other localities nation-wide, quoted below regarding the cybersecurity incident that caused a widespread outage of their OnSolve CodeRED emergency notification system. As previously shared, Goochland County and many other cities, counties, towns and non-governmental organizations across the country use CodeRED to send emergency notification messages by telephone calls, text messages, and email to quickly deliver critical information during emergencies.
We have received the following communication from CodeRED:
“We wanted to provide an update following the cybersecurity incident that damaged the OnSolve CodeRED platform. Currently, our forensic investigation remains ongoing, and we anticipate this to remain the case for the near term. We have notified law enforcement, and we will continue to keep you promptly updated of any meaningful developments.
What we know today:
An organized cybercriminal group has claimed responsibility for this incident that has victimized our platform and our customers. Law enforcement has been notified.
We believe that data associated with the OnSolve CodeRED platform was removed from our systems. In the regular course of business, our platform is typically used to provide mass notification emergency alerts and requires only basic contact information about subscribers used to provide such alerts. While data appears to have been published online, we are still determining whether it actually came from our systems, and we cannot confirm the scope or exact elements at this time.
We have decommissioned the OnSolve CodeRED platform. It will not be made available.
This incident was contained to the OnSolve CodeRED environment with no contagion beyond. “
“We deeply regret the inconvenience this situation has caused. Our investigation is still underway, and these reviews can take time to complete thoroughly. Our immediate priority is ensuring your alert and notification needs are fully addressed. We will share further information as we can, and we will also provide our customers with the information needed to issue legally required notifications, if any.”
It is Goochland County’s understanding that the “basic contact information” includes names, addresses, phone numbers, and passwords used to create CodeRED alert user profiles. OnSolve CodeRED strongly recommends the following course of action: “Subscribers who have reused their OnSolve CodeRED password for any other personal or business accounts should change those passwords immediately.”
People who signed up to receive CodeRED notifications from Goochland County are advised those notifications remain out of service at the current time. In the interim, should an incident occur, emergency updates will be posted on the following platforms:
Additionally in the event of an emergency, Goochland County has made arrangements with the Virginia Department of Emergency Management (VDEM) to use FEMA’s Integrated Public Alert and Warning (IPAWS) system to notify the community during this outage. To receive IPAWS messages, your mobile phone must be set to allow wireless emergency alerts (typically found in advanced notification settings).

November 22, 2025 - Goochland County Impacted by CodeRED System Outage
The CodeRED emergency notification system is currently experiencing a widespread outage due to a cybersecurity incident. CodeRED is the emergency notification system Goochland County and many other localities use to send telephone calls, text messages and emails to quickly deliver critical information during emergencies.
Goochland County officials were notified late Friday, November 21, 2025, that data associated with the CodeRED system may be compromised. The company states that there is currently no indication that the data has been leaked. Those who have signed up to receive CodeRED notifications from Goochland County are advised those notifications are currently out of service.

As a general best practice following cybersecurity incidents, residents who signed up for CodeRED should consider taking precautionary measures – such as updating passwords to other online accounts – if they used the same password for CodeRED.
