[ARCHIVED] Community Invited to attend Southeastern Infrastructure Study (SIS) Community Meeting on March 26th

Goochland County’s Community Development Department has recently launched the Southeastern Infrastructure Study (SIS), formerly known as the Southeastern Prime Economic Development Area (SPEDA) which was designated in the 2040 Major Thoroughfare Plan for future study.  Approved in 2018, the County-wide 2040 Major Thoroughfare Plan raised concerns about roadways providing future interconnectivity between Route 288, Patterson Avenue, Hockett Road, Broad Branch Drive, and River Road.  In addition to roadways, future land use development envisioned by a number of private property owners within the study area was not consistent with the County’s 2035 Comprehensive Plan that was adopted in 2015.

The County decided that addressing these multifaceted and important topics was beyond the scope of the County-wide Major Thoroughfare Plan update effort, and the study area (formerly known as SPEDA) was designated for future study.

The SIS area is generally bounded by Tuckahoe Creek Parkway to the North, the Goochland – Henrico County line to the East, the James River to the South, and Hockett Road to the West.  

The goal of the SIS is to provide an empirical, data driven foundation to guide future decision-making relating to the County’s:

  • Infrastructure priorities
  • Infrastructure funding
  • Zoning and land use analysis/evaluations

Infrastructure being analyzed during the SIS includes roadways, water/sewer, schools, and fire-rescue.

Goochland County Community Development and consultants from Timmons Group will be holding a Community Meeting to discuss the SIS on Tuesday, March 26 from 6:30 to 8:00 p.m. at Hope Church located 12445 Patterson Avenue, Richmond, VA 23238.  The presentation will start at 6:45 p.m., members of the community are encouraged to attend this meeting.

What exactly will the SIS do and not do?

The SIS will:

  • Provide the Board of Supervisors with information to guide future land use and infrastructure decisions
  • Evaluate existing infrastructure conditions
  • Establish performance metrics for infrastructure to evaluate existing service levels
  • Promote well-informed planning within the Designated Growth Area to:
    • Bolster long-term fiscal priorities (retire TCSD debt, maintain bond rating, et al)
    • Preserve rural areas
  • Analyze infrastructure impacts based on (3) future scenarios:
    • Growth recommended in the Comprehensive Plan
    • Growth focusing more on economic development
    • Growth focusing more on “mixed-use” (residential/commercial)

The SIS will not:

  • Produce a Land Use Plan or Small Area Plan
  • Change the zoning of any parcel
  • Promote higher density than called for in Comprehensive Plan
