[ARCHIVED] Goochland County Welcomes New Director of Public Utilities and County Engineer

Goochland County is excited to announce two new additions to its leadership team.

Elizabeth McDonald, P.E., has joined as Director of Public Utilities, and Austin Goyne has been hired as County Engineer.

McDonaldMcDonald, a Michigan native, brings extensive experience in public service, having worked with six municipalities throughout her career. She holds a bachelor’s degree in environmental engineering from the University of Michigan and is currently pursuing her Master’s of Public Administration from the University of Central Florida.

“I am thrilled to join Goochland County as the Director of Public Utilities and to partner with such an inspiring team,” said McDonald. “I look forward to building on the County's strong foundation of providing reliable, high-quality utility services that benefit its residents and support future growth.”

McDonald replaces former Director of Public Utilities, Matt Longshore, who left the position in 2024. She officially began her role on September 8.

A GoyneIn addition, Goochland County is excited to welcome back Austin Goyne as the County Engineer. A Goochland native, Goyne holds a bachelor’s degree in engineering physics from Randolph-Macon College. He previously served Goochland County for three years, acting as both the Transportation Manager and County Engineer.

“Goochland has always been home for me, and I am grateful for the chance to serve our community as County Engineer.”, said Goyne. “This is where I grew up, and it means a lot to be able to give back in a way that helps support the people, families, and places that make Goochland so special.” Goyne will begin his role on October 6.



“I am excited to have these talented professionals join our team.”, said Dr. Raley, County Administrator. “Their knowledge, skills, and expertise will be a tremendous asset to our community as we continue to deliver high-quality services and customer service to Goochland residents.”
