The Virginia Economic Developers Association has announced the recipients of their 2025 Top Project Awards. Goochland County was recognized with the Top Project - Community Impact award for the Eli Lilly Manufacturing Facility. 

Earlier this year, Eli Lilly announced the construction of a $5 billion state-of-the-art manufacturing facility that will be located in the West Creek Business Park. This project is expected to bring 1,800 jobs during construction and 650 high paying jobs once completed. 

“We are honored to receive this award from the Virginia Economic Developers Association.”, said Dr. Jeremy Raley, Goochland County Administrator. “Eli Lilly’s investment will bring high-quality jobs, cutting-edge innovation, and long-term economic vitality to our community.” 

According to Virginia Economic Development Association’s announcement, Goochland County earned top honors for one of the most transformational economic development wins in Virginia’s history. Furthermore, Goochland’s early investment in site readiness positioned them for success and showcased the power of strategic planning, regional partnership and industry alignment.
