Goochland County - Goochland Announces Leadership Team Promotions

Barbara Horlacher has been promoted to Deputy County Administrator for Administrative Services. Ms. Horlacher will lead the County’s Finance, Assessor, Information Technology and Human Services/CSA departments.   Ms. Horlacher has been our Director of Financial Services for four and a half years.

Jo Ann Hunter has been promoted as our new Deputy County Administrator for Community and Economic Development and Public Utilities. Ms. Hunter will oversee Community Development (Planning & Zoning, Building Inspection, Environmental), Economic Development and Public Utilities.  Ms. Hunter was formerly the Director of Community Development, a position she has held for four years.

Ms. Horlacher and Ms. Hunter have successfully served in progressively responsible local government positions that they will bring to their new positions.  Our two new Deputy County Administrators will support the County Administrator in accomplishing the vision of the Board of Supervisors, and they will serve as primary contacts in the absence of County Administrator Kenny Young.

Goochland County is also excited to announce that Ms. Jessica Kronberg is being promoted to the Director of Parks and Recreation. Ms. Kronberg will oversee the day-to-day operations of the Parks and Recreation department and will be responsible for the development and maintenance of County parks, community recreation programming, youth camps, and special events.  Ms. Kronberg was formerly the Recreation Services Director.
