Goochland County is excited to announce the hiring of Mr. Derek Stamey as the new Deputy County Administrator for Operations. Mr. Stamey will serve in the absence of the County Administrator and provide oversight to the County’s Parks & Recreation Department, Animal Protection, Convenience Centers, Major Capital Construction, Building Maintenance & Grounds operations, a consolidated Fleet Management effort, and other duties and projects as assigned. Previously Mr. Stamey served as the County’s Director of Parks, Recreation, & Facilities Management.

Goochland County is further excited to announce Mr. Todd Kilduff has been promoted to the role of Assistant County Administrator for Utilities and Community Development. Mr. Kilduff previously served as the County’s Director of Public Utilities and he will continue to provide day to day leadership to the utilities operations, serve as the Assistant County Administrator over the Community Development department, and other duties and projects as assigned. He will also serve in the absence of the County Administrator or Deputy County Administrator. Both roles will support each other in their absence.

I look forward to continuing to serve the public for years to come” said Mr. Kilduff.
Goochland County is also excited to share that Mr. Paul Drumwright has been promoted to the position of Administrative Services Manager. In this role, Mr. Drumwright will provide oversight to the Office of Children and Family Services and as a liaison with other health and human service providers. He will continue to serve as the County’s legislative liaison, oversee other assigned projects, and enhance the public information dissemination on behalf of the County. Previously Mr. Drumwright served as the County’s Special Projects Coordinator.
Prior to these promotions, Mrs. Barbara Horlacher was hired as the County’s Director of Financial Services with oversight of budgeting, accounting, procurement/purchasing, and financial reporting functions of Goochland County.

These opportunities became available with the departure of Mr. John Wack, Deputy County Administrator – Finance, over the summer and the planned retirement of Mr. Dan Schardein, Deputy County Administrator – Community Development, at the end of 2016. Mr. Budesky worked with several departments and individuals over the past few months to evaluate the County’s leadership structure and organizational needs that resulted in these promotions.
